Try Evil Genius. From the same guys that did Dungeon Keeper, and kind of the same idea. You're an evil genius, you have to build a base and get minions and keep the agents of justice from infiltrating your base by doing all sorts of wonderfully horrible things to them.

I've been playing it these past few weeks, and it's tons of fun.
