there are many ways to go here. I like this type of rack cause I can take it in with me if I have to lock it up cause its attached to the seat.
most racks baskets will either use an allen wrench or screwdriver. I have not seen one that needs any unusual tool. If you buy it at a local bike shop and bring your bike they should put it on for no cost.
